Sudbury Select Board clears Cultural Council appointee under state conflict law

SUDBURY — November 12, 2025 — Sudbury Select Board clears Cultural Council appointee to serve despite pending grant conflict. The board voted 5-0 on Nov. 12 to find newly appointed member Frank Mawhinney not in violation of MGL Chapter 268A, Section 20(d), provided he recuses from the specific grant his nonprofit has applied for. Town Manager Andy Sheehan said Town Counsel Lee Smith had redirected the filing from a §23(b)(3) disclosure to a §20(d) determination because the matter is before Mawhinney's own body. Member Charles Russo defended the process, calling the Cultural Council "kind of a self-selecting group" where transparent disclosure beats disqualifying "qualified people." Vice-Chair Janie Dretler used the occasion to urge the Cultural Council, which disburses public funds, to begin recording its meetings on SudburyTV or moving to hybrid format. The 15-minute open session then closed into executive session on town manager contract negotiations.
