Sudbury Select Board approves Andrew J. Sheehan as town manager in 4-1 vote

SUDBURY — December 6, 2022 — Sudbury Select Board approves Andrew J. Sheehan as town manager on a 4-1 vote. Member Daniel E. Carty cast the lone no vote, citing process concerns from executive session unrelated to Sheehan, who starts Feb. 13 and replaces Interim Town Manager Marianne Bilodeau. The board separately and unanimously adopted a 1.26 CIP shift factor for fiscal 2023, setting residential and commercial tax rates of $15.71 and $20.22 per thousand against a $99,026,475 levy, with single-family values up roughly 19.5 percent and the average residential bill rising $564 to $15,033. The board capped the means-tested senior exemption at 0.5 percent of the residential levy, covering 82 applicants for about $346,000. A Go Sudbury transportation debate split the board, with Janie W. Dretler and Lisa V. Kouchakdjian arguing the program belongs in the operating budget because "this is not the role of the select board to run a program." Board of Health assistant Beth Porter was named Employee of the Year.
