Conservation Commission modifies vernal-pool conditions for rail-trail paving

SUDBURY — November 18, 2024 — Sudbury Conservation Commission eases vernal-pool monitoring to let DCR finish the rail trail by June. The commission voted unanimously Nov. 18 to modify two conditions on the Mass Central Rail Trail order (DEP 301-1287), removing a March-to-June work prohibition and allowing a single environmental monitor to walk ahead of each paving convoy rather than escorting every vehicle. DCR's Amber Christofferson said the agency must spend the bulk of its capital allocation by June 30, the end of fiscal 2025. VHB consultant Vivian Kimball reported "less traffic in general from the vernal pool species in the corridor" in 2024 than 2023. Conservation Coordinator Lori Capone reserved the right to reinstate full sweeps if substantial amphibian kills occur. The commission also authorized in-kind repaving of two MBTA-owned parking areas near the Diamond Junction as a minor modification, pending MBTA sign-off.
