Sudbury CPC unanimously opposes citizen petition to halve CPA surcharge
SUDBURY — April 2, 2025 — Sudbury CPC rejects citizen petition to halve CPA surcharge from 3 percent to 1.5 percent. The Community Preservation Committee voted 7-0-1 on April 2 against supporting the warrant article, with member Dan Carty abstaining and Chair Sherrill Cline designated to oppose it from the Town Meeting floor. The Select Board had voted 4-0-1 against the reduction the previous night. Vice Chair Sam Markuse warned that cutting the surcharge would also forfeit the state's Tier 2 and Tier 3 matches; Director of Finance Victor Garofalo said the state match has fallen from 100 percent in the program's first years to between 23 and 46 percent recently. Carty called the reduction "tripping over a dollar to pick up a dime." The committee also finalized a PowerPoint, trifold and interactive project map for its April 16 public hearing on the CPC Plan.
