Sudbury CPC takes detailed look at allowable uses with state coalition director

SUDBURY — September 17, 2025 — Sudbury CPC sits for two-hour CPA primer ahead of FY27 application cycle. Community Preservation Coalition Executive Director Stuart Saginario walked the committee through allowable uses, restriction requirements and the anti-aid amendment at the Sept. 17 meeting, with Chair Sherrill Cline, Vice Chair Sam Markuse and members Daniel Carty, Andrew Bettinelli, Harry Hoffman, William Atkeson and Jan Costa participating. Saginario said the state base match dropped to 18 percent for FY25 and the Department of Revenue is projecting 16 percent for FY26 amid absent surplus appropriations. He told members a town meeting vote is "an authorization, not a commandment" and endorsed a 30-month sunset clause modeled on Concord's. The committee, which has carried a roughly 20-year-old Revolutionary War Cemetery appropriation, signaled it will adopt an annual project check-in. No votes were taken; FY27 applications close Sunday.
