Sudbury CPC debates sunset clauses, deeper project oversight in plan rewrite

SUDBURY — September 4, 2025 — Sudbury CPC weighs sunset clauses and tighter sponsor oversight as it rewrites its plan. The Community Preservation Committee on Sept. 4 worked through a draft Community Preservation Plan, debating whether to copy Concord's 30-month project completion clause into Sudbury's plan and whether to embed jurisdictional and deadline language directly in future warrant articles. Member Daniel E. Carty, the Select Board representative, pressed for accountability, citing a Revolutionary War cemetery project he said has been open since roughly 2002: "Has this committee ever taken action on any of those reports other than revert the money?" Chair Sherrill P. Cline cautioned that the CPC's statutory role is to fund and recommend, not to oversee other departments. Members also discovered that a 2017 fall town meeting policy was never formally adopted — the vote was 4-3-1, short of a majority — and added off-cycle funding to the topic list for Community Preservation Coalition Executive Director Stuart Saginor's Sept. 17 visit. New member Harry Hoffman, the Conservation Commission liaison, was seated, replacing Dave Hinkle. CPA applications are due Sept. 21.
