Planning Board extends Nolan Circle permits one year, requires biweekly progress reports

SUDBURY — August 9, 2023 — Sudbury Planning Board grants one-year extension on stalled Nolan Circle subdivision but demands schedule and biweekly updates. Developer David Howe told the board his lender will not release further funds until at least one home sells, leaving two of four houses unfinished after more than three years. The board voted unanimously to extend the definitive subdivision permit to Aug. 16, 2024, contingent on a written construction schedule by Aug. 16, 2023; the parallel stormwater extension passed three to zero with Member Kirsten Roopenian abstaining. Member Julie Zelermyer Perlman, who visited the site hours before the meeting, said the most-advanced house is "so far from looking done." Abutter Mary Sterling of Concord called three years of next-door construction "very discouraging to live with."
