SUDBURY — September 11, 2024 — Sudbury Planning Board defers Nolan Circle subdivision extension decision two weeks. Developer David Howe told the board his four-lot subdivision off Powers Road has been "dormant for approximately eight or 10 months" after his bank stopped funding, with the completed home at 5 Nolan Circle reduced from roughly $3.8 million to about $2.7 million and still unsold. Member Anuraj Shah asked staff to value the remaining work at MassDOT 2025 weighted bid prices and compare it against the performance bond — Howe estimated at $65,000, staff at roughly $150,000 — before any extension is granted Sept. 25. Staff said the central sediment forebay sits "about three or four feet high with weeds" and that required biweekly progress updates have been inconsistent. The board unanimously endorsed an ANR plan reconfiguring lot lines between 94 and 100 Prides Crossing Road and continued three other hearings to Sept. 25.
