Alpha Facilities report identifies $9.2 million annual capital need across Sudbury buildings

SUDBURY — April 29, 2025 — Sudbury consultant pegs annual capital maintenance need at $9.2 million across 20 buildings. Ron Kramps of Alpha Facilities Solutions told a joint Select Board, Finance Committee and Sudbury Public Schools Committee meeting that the town's 643,729 square feet of facilities carry a $538 million current replacement value and need about $7 million a year for schools and $2.2 million a year for municipal buildings in today's dollars, excluding roughly 30 percent in soft costs. Average facility condition index scores are projected to roughly double from 6 to 13 for schools and 4 to 8 for town buildings by 2029. Town Manager Andrew Sheehan also told the board the Atkinson Pool repair will need an additional $830,000 to $850,000 on top of the $2.35 million already approved, far above the $429,000 placeholder in the warrant. Finance Committee member Eric Poch said adding soft costs and escalation pushes the realistic capital figure to "10 plus, maybe 12 million a year." The board voted 4-0 with Vice-Chair Daniel Carty abstaining to issue a Town Meeting statement opposing Citizen Petition Article 54, which would cut the CPA surcharge from 3 percent to 1.5 percent.
