Sudbury FinCom previews FY25 budget pressures, declines fee and outsourcing reviews

SUDBURY — November 27, 2023 — Sudbury Finance Committee maps a tight FY25 with debt service set to jump nearly 80 percent. At its Nov. 27 virtual meeting, the committee walked through Town Manager Andy Sheehan's presentation projecting debt service to rise from roughly $2.7 million to $4.9 million, with Fairbank Community Center alone going from $500,000 to $2 million in annual payments. Free cash stands at $4.3 million entering the year, with about $2.5 million remaining after fall town meeting actions — "less free cash than typical," the chair said. Members declined to launch a proactive review of municipal fees or department outsourcing, with Ryan Lynch framing the committee's role as balancing municipal needs "against what that means and implies for the taxpayers." The committee also signaled support for raising the threshold to file a FinCom minority report from two members to three; Andrew volunteered to draft the rule change. The fire station is 84.7 percent complete at $4.9 million against a $5.8 million budget.
