Planning Board approves Grouse Hill capital improvement, finalizes wireless bylaw for town meeting

SUDBURY -- February 25, 2025, Sudbury Planning Board approves Grouse Hill resale-value bump and clears wireless bylaw for town meeting. The board voted unanimously Feb. 25 to find $18,812 in appliance and system replacements at Unit 41, 32 Old Framingham Road a capital improvement under its 2017 policy, allowing owner Robert Lieberman a higher deed-restricted resale ceiling. Town staffer Adam Burney said he and the Regional Housing Services Office's Liz Russ will now build a depreciation schedule, noting the complex's $2.5 million roof replacement was treated on a 20-year clock. Chair Stephen Garvin closed line-by-line debate on the calculation: "The board's making a policy decision." Consultant Michael of Isotrope delivered corrected citations on the Wireless Service Overlay District bylaw; Burney will forward the language to the Select Board for the May 5 town meeting warrant, with the board's own public hearing set for the second March meeting. The board also appointed Burney as its MAGIC representative.
