Planning Board approves Eversource stormwater permit for substation transformer work

SUDBURY — December 3, 2025 — Sudbury Planning Board approves Eversource stormwater permit and advances cell-tower bylaw framework. The board voted 5-0 Wednesday to approve a stormwater management permit allowing Eversource to remove a 420-cubic-yard soil stockpile at the Maynard substation at 0 Powder Mill Road, waiving the operation-and-maintenance plan requirement and conditioning approval on documentation that a natural gas easement shown on the site plan has been extinguished. Project manager Jeff DiCicero said a mobile transformer will maintain service during replacement of two 50-year-old transformers, so "there should not be any disruption." A separate 5-0 vote accepted a $2,725 surety bond from owner Jake Parsons securing landscape restoration at the Celebrity Daycare at 631 Boston Post Road. Most of the meeting was a working session with Isotrope consultant Michael Lawton on a tiered wireless bylaw, with Chair Stephen Garvin urging that historic districts be off-limits and member Julie Zelermyer Perlman warning the framework should not "make it harder" to close coverage gaps.
