Planning Board appoints Utke to Design Review Board, conditions Widow Rights stormwater modification

SUDBURY — March 12, 2025 — Sudbury Planning Board fills Design Review seat and rewrites ADU bylaw before spring Town Meeting. The board on March 12 unanimously appointed Welch's marketing executive Scott Utke to the Design Review Board, citing his brand-design background and Chair Stephen Garvin's view that Utke "spoke the vernacular" the board wants on signage and aesthetic review. Members then approved a modification to Stormwater Management Permit 21-04 for 25, 35 and 45 Widow Rights Lane — cutting roof area and driveway pavement by roughly 10 percent each and leaving nearly 20,000 square feet undisturbed — conditioned on early construction of retaining walls flagged by Town Planner Adam Duchesneau. The longest discussion concerned the draft ADU bylaw, where the board accepted a second KP Law review by attorney Robin Stein, restructured Section 5525 to require detached units to "appear to be an accessory structure and be architecturally harmonious" with the primary dwelling, struck a front-setback parking prohibition after Zoning Board of Appeals comments, and split out curb cuts as requiring separate DPW approval. The board deferred a vote on the revised Housing Production Plan, which raises Sudbury's affordability target to 10 percent of year-round housing stock as income-restricted, to March 26.
