Finance Committee to invite Housing Authority to defend Pine Lakes plan

SUDBURY — March 10, 2025 — Sudbury Finance Committee hears sustained Pine Lakes opposition, learns pool bids came in 40 percent high. Five Pine Lakes residents urged the committee to reject Article 46, the Sudbury Housing Authority's request for an additional $450,000 in CPA funds toward a $4.2 million redevelopment of three single-family homes into duplexes on top of $650,000 already granted. Town Manager Andy Sheehan told the committee that bids for the Atkinson Pool renovation came in about 40 percent above the town's 2024 estimate and that Article 34 may be modified or indefinitely postponed. Finance Director Victor Garofalo walked members through three enterprise funds all drawing on retained earnings — $32,000 for the transfer station, $140,000 for the pool and $42,000 for field maintenance — and introduced a proposed $175,000 pension stabilization fund. "I'm very wary of this committee myself becoming a policy making committee," said Co-Chair Michael Ferrari.
