Finance Committee endorses $126M Sudbury operating budget, splits on stabilization funds

SUDBURY — March 17, 2025 — Sudbury Finance Committee endorses $126M FY26 budget but rejects two new stabilization funds. Co-Chair Michael Joachim led the March 17 virtual meeting, which unanimously recommended a $126,040,721 operating budget over Member Henry P. Sorett's objection that the document is a "black box" depriving town meeting voters of line-item control. Members rejected Article 15's proposed $175,000 pension stabilization fund and Article 16's $25,000 accrued leave fund by 8-1 margins, with Member Karl Fries arguing the town is "putting the cart before the horse" by funding vehicles without disbursement policies. The committee raised the capital stabilization transfer from $650,000 to $700,000 to hit a 2 percent reserve target, approved $1,219,400 in capital, $950,000 for roads and drainage, and rejected 2-6-1 a proposal to raise the CIAC review threshold from $100,000 to $500,000. Three Pine Lakes residents urged opposition to a $450,000 Sudbury Housing Authority CPA request; that vote is deferred to March 25.
