Conservation Commission orders full permit for Nobscot trail restoration after 2021 violations

SUDBURY — August 22, 2022 — Sudbury Conservation Commission demands full permit for Boy Scouts trail work and rejects a fee waiver. The commission voted unanimously Monday to issue a positive determination on the Mayflower Council's request for determination of applicability at the Nobscot Scout Reservation, requiring a notice of intent for 1.2 miles of trail restoration that follows a November 2021 enforcement order for unpermitted widening and grading. Chris Lucas of Lucas Environmental cited 64 square feet of permanent wetland impact mitigated by a 150-square-foot replication. Coordinator Lori Capone raised 18 concerns, including "a lot of apprehension" about volunteer earthwork and the absence of any invasives plan. Member Kenneth Holtz led the motion to collect the $1,009.50 local fee rather than waive it. Separately, commissioners gave a "medium" public-benefit rating to the open-space component of Bonnie Brook Realty's nine-lot Maynard Road subdivision, continued to Oct. 17.
