Sudbury Select Board calls Dec. 1 special town meeting for $11M school roof projects

SUDBURY — October 22, 2025 — Sudbury Select Board calls Dec. 1 special town meeting on school roofs, opens 15-year, $194M capital plan. The board voted 5-0 Oct. 22 to call a Dec. 1 special town meeting and a Dec. 16 special election to fund roof replacements at Nixon and Haynes elementary schools, projects totaling just over $11 million with about 41 percent MSBA reimbursement. Town Manager Andrew Sheehan said the timing — the Monday after Thanksgiving — was "the best of a bad group of options" given a 90-day post-MSBA funding window. In a joint session with the Finance Committee, Sheehan and Assistant Town Manager Victor Garofalo presented a roughly 600-line capital plan totaling about $194 million through fiscal 2042, with $34 million in year one and a 2.65 percent inflation factor. FinCom member Eric Poch called the FY27 figure a 462 percent jump over the town's $7 million annual capital baseline; member Hank Surratt warned against letting the software set priorities. The board also voted 5-0 to appoint David Kaplan of 112 Puritan Lane to the CPC and 5-0 to approve a change of ownership in Sudbury Wine Spirits and Provisions LLC.
