Finance Committee preps capital questions, sets Atkinson Pool debt path inside levy

SUDBURY — February 8, 2024 — Sudbury Finance Committee sets capital questions and confirms Atkinson Pool will be financed inside the levy. At a Feb. 8 working session with five of nine members present, Co-Chair Mike and Finance Director Dennis walked the committee through a $713,697 town manager's capital operating budget, three additional in-levy capital articles totaling $950,000, and roughly $1.1 million in free-cash-funded articles against $2.5 million available. The Atkinson Pool renovation will be bonded with debt service hitting in fiscal 2026 as interest and fiscal 2027 as the first full payment, paid from inside the levy rather than through a Proposition 2½ debt exclusion. "This is what the state asked us to do, to pull more of our debt spend into the levy and rely less on debt exclusions," Mike said. Member Susan asked staff to break out in-levy versus debt-exclusion debt service in future budget books; Dennis said the format change could be considered.
