Finance Committee briefed on circuit breaker, hears Parks and Rec funding warning

SUDBURY — November 18, 2024 — Sudbury Finance Committee hears DESE walk-through on circuit breaker and a Parks and Rec funding alarm. DESE Associate Commissioner Jay Sullivan briefed the committee on the special-education program he has run since its 2004 inception, including the 75 percent reimbursement cap, the $75 million state reserve created after a 14 percent fiscal 2024 private-school rate increase Sullivan called "the highest in the history of the program," and the move-in law transferring out-of-district tuition responsibility to the prior town for students relocating after April 1. Park and Recreation Chair Ben, Commissioner Mara Houston, and Director Dennis Mignone told the committee their recreation line totals $223,000 against a town budget where recreation is less than half of one percent, and that an assistant director position has been unfunded since 2020. Finance Director Victor Garofalo previewed a draft fiscal 2026 capital plan of roughly $17.5 million driven by SPS and Lincoln-Sudbury roof projects and a $2 million parking-lot request. The committee voted 9-0 to approve the Sept. 16 minutes.
