Sudbury Board of Health Appoints Tobacco Control Agent, Contracts MAPC for Two Strategic Plans
Board of Health · Meeting of August 12, 2026
Sudbury Board of Health appoints tobacco control agent and launches two MAPC strategic planning contracts. The board voted unanimously at its August 12 meeting to appoint Katerina Koliowska-Tobago as a health agent authorized to conduct tobacco inspections and enforcement, a hire made under a tobacco control grant administered through PARI in Framingham. Health Director Vivian announced that the town has contracted with the Metropolitan Area Planning Council, using existing grant funds, to produce two concurrent strategic plans: one assessing whether the seven-town Great Meadows Public Health Collaborative should formalize as a health district as its shared services grant nears expiration, and a second examining a combined health and community services departmental model for Sudbury specifically, with a final report expected in January or February 2027.
Board members Susan Sama and Linda Marie Huet-Clayton both volunteered to participate as MAPC stakeholder interviewees. Vivian, who presented a workforce training case study at the National Environmental Health Association conference in Kansas City the prior week, noted that only four formal health districts currently exist in Massachusetts and expressed skepticism that the model would serve well-established departments like Sudbury's: "I just don't see how a regional model can keep up."
