Capital committee deadlocks on Hosmer House envelope, backs roof and Fairbank master plan

SUDBURY — March 24, 2025 — Sudbury capital committee splits on Hosmer House envelope but unanimously backs cedar roof. The Capital Improvement Advisory Committee deadlocked 3-3 on a $615,000 Community Preservation Act request to restore the Hosmer House exterior and upgrade HVAC, with Chair Matthew Dallas, Lisa Saklad and Ark Pang opposed pending cost reconciliation and a window-scope review. The committee unanimously approved $386,000 for a cedar-shake roof on the same building, and voted 5-1 to back a $500,000 Fairbank Community Center and Haskell Field master plan that includes a $200,000 second multi-sport court and a $150,000 pavilion. On Article 24, which would replace dual $100,000/$200,000 review thresholds with a single $500,000 trigger, Thomas S. Travers warned the change would cut the committee out of early study and design work: "What scares me about the $500,000 limit is some of the projects, especially since Sandra has instituted a way where she does studies and we do design before we really propose the major projects."
